She was walking too well with those high-heeled shoes to be drunk. I don't think she was drunk, but she obviously has some kind of problem. Those guys in the middle of the lanes flagging off traffic was lucky they didn't get hit. Then, she sits in her car on her cellphone? She was probably calling the police to report some guy yelling at her to get out of her car, thinking she was being car jacked or something...LOL.
