At first I wondered if this story was for real. We all know that cops have to meet their quotas, but to go this far...

I noticed in a lot of areas I've visited, a person can request a blood test at a hospital to verify their blood alcohol. I still use the policy of not drinking anything if I'm driving. Especially around Holidays. Keeps the insurance rates down and gives me a better chance to avoid people who are impaired. On New Years and other Holidays when excess drinking peaks, we just stay home and off the roads.

I sort of remember the story. Cops with quotas are always a bad idea.
