I wondered the same thing. We've seen her Dad and we've seen Sheldon's MeeMaw and Leonard's Dad...Remember that 'It doesn't LOOK like a Chevy...THAT'S what I told 'em' commercial? I always thought the woman that said, 'That's what I told 'em' should have played Howard's grandmother, she sounded like his Mom.

It could be that Penny's Mom and Dad disowned her. There are hints that she may have led a very disreputable life when she was in Nebraska.
